Yogyakarta – The Institute for Higher Education Services (LLDIKTI) Region V has once again reaffirmed its commitment to strengthening the career development of lecturers at private higher education institutions (PHEIs). The Head of LLDIKTI Region V, Prof. Setyabudi Indartono, M.M., Ph.D., officially handed over 388 copies of Decrees on Academic Functional Positions for Lecturers on Tuesday (January 21, 2026).
The handover ceremony took place in the Main Meeting Room of the LLDIKTI Region V Office and formed part of the implementation of the leapfrogging project as well as the acceleration of academic position regularization for Teaching Staff (TP) and Assistant Lecturers (AA).
In this period, a total of 388 functional position decrees were issued, consisting of:
174 decrees for promotions from Assistant Lecturer to Lecturer,
14 decrees for initial appointments from Teaching Staff to Lecturer, and
200 decrees for initial appointments from Teaching Staff to Assistant Lecturer.
In his remarks, Prof. Setyabudi Indartono emphasized that the future direction of higher education development should no longer focus solely on the learning process, but must transform toward a strong and competitive research university model.
According to him, University 4.0 is built through research that goes beyond the preparation of reports. Research outcomes must be published, patented, and further developed to deliver tangible benefits to society and the environment.
“We are now moving toward impact-oriented higher education. Universities are expected to serve as drivers of social and economic activities within their surrounding communities. Research must be able to address regional issues, generate positive environmental impacts, and stimulate industrial advancement,” said Setyabudi.
He further added that future research conducted by lecturers and the academic community should no longer be positioned merely as a means of fulfilling administrative obligations, such as Lecturer Workload requirements (BKD), but rather as a strategic instrument for creating change and added value for society.
